Subject: Standard C5718DA radio, mod to transmit on 431.75MHz for 9600bps packet?

Hi everyone, I just made a cable to connect my Standard C5718DA radio
to my MFJ-1274c packet controller with G3RUH-type 9600bps modem,
and when I selected the local TCP/IP 9600bps packet frequency, 431.75MHz,
and tried to transmit, I see OFF on the radio's display. Ugh!
I don't see any mention of transmit frequency range in the manual.
Does anyone know what I need to do to enable transmit on 431.75MHz?
Further investigation with a dummy load revealed that my radio does not
transmit below 438.00MHz. Thanks for any info. I will try to contact
the place I got the radio and the manufacturer also.
